International Relations and Tourism Committee
As the Honorable President has dissolved the House of Representatives with effect from 11:00 pm on Friday, 12th September, 2025, this Committee constituted under this House stands automatically dissolved.
INTRODUCTION TO THE COMMITTEE
In a democratic system of governance, the source of state power is vested upon the people and the sovereignty is exercised by the representatives of the people. The government is directly responsible to the parliament, thus its activities and working styles are regularly discussed in the parliament. In order to continue its regular and emergency functions and support the role of the Parliament, the Parliament organizes several committees with its members, taking into account the workload of the Parliament, periodic sessions, limited time, the necessity for in-depth study of the diverse subject matter, etc. The Committee on International Relations and Tourism is one of the 10 thematic committees established under the House of Representatives, and it was established in accordance with the House of Representatives Rules, 2079, which aim to hold the Government of Nepal accountable andresponsible to the House, monitor and assess the work done by the government, and provide any necessary instructions or advice.
Based on the scope assigned by this committee according to the regulations, regular meetings and discussions, discussions and interactions with the heads/representatives of the concerned agencies, discussions with subject experts, study of relevant documents, formation of sub-committees, on-site visits, decisions of committee meetings or preparation of various reports and giving necessary suggestions and instructions to the concerned bodies are the major functions of the committee.
FORMATION AND OPERATION OF THE COMMITTEE
Rule 172 of the House of Representatives Rules, 2079 provides for the formation of subject committees of the House of Representatives. According to which, there is a provision that the speaker can nominate a maximum of 27 members in the committee, apart from ex-officio members, with the consent of the House of Representatives. In addition, there is a provision that the Prime Minister is an ex-officio member of all committees and the ministers are ex-officio member of the related committee based on the scope. When nominating members to the committee, the number of members of the political parties represented in the House, women, Dalits, tribal tribes, Khas Arya, Madhesi, Tharu, Muslims, backward areas, minority communities shall be proportionally represented and any member except the minister shall not be a member of more than one thematic committee at the same time. The House of Representatives agreed on the list of members nominated for this committee by the Speaker on 28 April 2023. Currently, there are 27 members besides the Honorable Prime Minister and the Honorable Minister related to the scope of the committee, who are ex-officio members. The chairman of this committee is Mr. Raj Kishore Yadav.
SCOPE OF THE COMMITTEE
The scope of the committee is as follows:
Ministry of Foreign Affairs,
Ministry of Culture, Tourism, and Civil Aviation and
Related subjects and bodies.
FUNCTIONS, DUTIES, AND POWERS OF THE COMMITTEE
As mentioned in Rule 178 of the House of Representatives Rules, 2079, the functions, duties and powers of this
committee are as follows:
To discuss the bills related to the ministries, commissions and agencies within the scope of the committee and submit reports on them.
To Evaluate policies and programs, resource mobilization, management and other similar activities of ministries, departments and agencies, and give necessary instructions to related agencies and submit an annual report with appropriate comments, recommendations and instructions to the committee meeting
To examine the annual estimates of the revenues and expenditures prepared by the ministries, departments and agencies that comes under the scope of the committee, and give necessary instructions to the concerned bodies regarding the potential savings from the annual estimates as well as present the report in the
meeting,
To study about the actions taken by Government to fulfill the assurances given by the Minister in the meetings on behalf of the Government and to give necessary instructions to the concerned bodies and submit a report in the meeting,
To Study, monitor and evaluate the misappropriation of the public property that comes under the scope of the committee, and give necessary instructions and submit a report to the meeting,
To examine and evaluate the delegated legislation and give necessary directions to the concerned bodies,
To monitor the implementation of the reports of different investigation and inquiry commissions that are submitted to the committee and give instructions to the relevant bodies,
To hear the complaints received from the general public,
To monitor and evaluate the work carried out by the related ministries, departments, and other agencies and give necessary instructions in this regard,
To act on measures of law enforcement,
To monitor and evaluate the functioning of the constitutional commission that comes under the scope of the committee and preparation and discussion on the report,
To Monitor and evaluate the status of the directions given by the committee and submit the report to the house,
To accomplish the other tasks assigned by the meeting,
To run the programs of the Committee that are approved by the Speaker on the recommendations of the Committee.
