Human Resource Planning and Organization Development Section

Function, duties and powers:                                                             

The functions of this section are  enumerated in brief as follows: -

  • to assist in the act of formulating policy on training and human resources development,
  • to analysis existing human resources quantitatively and qualitatively,
  • to prepare work- plan relating to acquiring human resources necessary and appropriate according to the nature of the function of the Secretariat,
  • to identify the training needs of the members of parliament and staff of the Secretariat and prepare short term and long term work plan,
  • to make plan and program for enhancement of  skills and capacity of the human resources working in the Secretariat, staff of the provincial assembly,
  • to carry out work relating to organization and management survey,
  • to carry out work relating to management audit of all the bodies within the Secretariat,
  • to prepare strategies for effective utilization of human resources, 
  • to conduct study on the state of the career development of employees,
  • to analysis the  organizational structure and position of employees and formulate work-plan for timely reform,
  • to formulate work plan and strategies relating to utilization of the experiences of retired employees.
