  • The Government of Nepal has received a grant from the Multi Donor Trust Fund (MDTF) administered by the World Bank with the GON’s counterpart funding for the implementation of Integrated Public Financial Management Reform Project (IPFMRP) and intends to apply part of the proceeds of this project financing for “Consulting Services for Development of Training Manual and Materials and Conduction of Training for Federal and Provincial PAC Members and Staffs”
  • The Federal Parliament Secretariat now invites Expression of Interest (EOI) from eligible consulting firms (“consultant”) to provide the following consulting services: Consulting services for Development of Training Manual and Materials and Conduction of Training for Federal and Provincial PAC Members and Staffs.
  • Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The firm(s) should have at least ten (10) years of general experience. Based on the evaluation of EOI, shortlisted consultants will be invited to submit full technical proposal and financial proposal through the Request for Proposal (RFP). The Qualifications and Experience of Key Experts shall not be included in the short-listing criteria. Minimum score to pass the EOI is 70 percent. The short-listing criteria are:
 
  1. General experience (Core business and years in business): (Up to 20 Marks)
  2.  Relevant experience (Up to 60 Marks)
  3.  Technical and managerial capability (Up to 20 marks)
 
  • The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017 and August 2018, setting forth the World Bank’s policy on conflict of interest. 
 
  • Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
 
  • Interested eligible consultants may obtain further information and EOI document free of cost at the address Federal Parliament Secretariat, Singhadurbar, Kathmandu during office hours on or before 26th April 2021 or visit e-GP system www.bolpatra.gov.np/egp or visit the client’s website www.parliament.gov.np.
  • Expressions of interest shall be delivered online through e-GP system www.bolpatra.gov.np/egp  on or before 12:00 of 27th April 2021.
 
  • In case the last date of obtaining and submission of the EOI documents happens to be a holiday, the next working day will be deemed as the due date but the time will be the same as stipulated.
 
  • Selection Committee reserves the right to reject any or all of the EOIs at any stage without assigning any reason whatsoever and without incurring any liability to the affected applicant(s).
